Yesterday, I came across this YouTube video describing an accessibility issue with Windows 11 25H2, where Narrator would not produce any audio in the Windows installer. I have already seen this exact same issue back in August when I tried to install Windows Server with an updated ISO (one that already has newer updates than the RTM already baked in). I thought I was completely out of luck. I thought I would not be able to install Windows anymore, since Narrator does not work.
Fortunately, though, I remembered a website called UUP Dump, which allows you to search for and download Windows update files from the Microsoft Update Catalog, and also allows you to convert them to full ISO files. So I used this website to create the two ISO files below. These are the AMD64 and ARM64 versions of the RTM build of Windows 11 24H2 (build 26100.1742).

How to Actually Create the ISO
- Go to UUP Dump.
- Search for “26100.1742”, or any build you want.
- Select a build from the table. Make sure it doesn’t say “Cumulative Update for …” at the beginning, you want the full build.
- Choose your language and adjust the options to suit your needs.
